The objective of establishing WIUT was to provide an international standard of Higher Education in Uzbekistan to enable citizens of Uzbekistan and other countries to obtain an internationally recognised Bachelor education in Business, Business Computing, Economics and Law, all validated by the University of Westminster. The courses will be developed in phases. In the first phase WIUT is delivering a Certificate in Foundation Studies Course, an entry-level qualification for a Bachelors degree, and a Certificate of Higher Education, which is the first year of a Bachelor of Arts in Business. The second phase continued with the Foundation Studies course and then developed and validated the second year of the BA (Hons) Business (Diploma in Business) and the first year of the Degree courses in Business Computing, Economics and Law (all as a Certificate in Higher Education). This was completed in the summer of 2003 and students recruited for the start of the academic year 2003. The University enrolled over 360 students for the academic year 2003/04.

The strategy of the University is to develop and maintain a world class quality of Higher Education, in partnership with other international institutions. Its main partner is the University of Westminster, a leading modern University of 23,000 students, whose origins date from 1838. The University of Westminster is based in the centre of London and has a strong international reputation for delivering quality education around the world. It is the main validating university, and it has the power, like all UK universities, to award its own degrees and can validate courses in other universities. The validated courses are subject to the same quality assurance and control requirements as courses delivered in the UK. The University of Westminster, like all UK universities, is also subject to review by the Quality Assurance Agency, a public agency responsible for reviewing the management of academic quality and standards of universities in the UK.
