The center thrives to conduct programs and organize activities addressed to the youth of both sexes in issues of capacity building that may help meet and fulfill their needs and priorities for the purpose of enhancing their awareness and sense of collective responsibility. In addition, the center aims at initiating a critical debate on democratic issues, enriching and circulating specialized scientific knowledge regarding human rights, democracy, civil society, voluntary work, citizenship, accountability, and rule of law. Environment, development, and women's issues are also part of Shams' programs main concern. Shams works on achieving its goals through research, publication, training workshops and activism and networking.

Shams works to help marginalized people in the Palestinian society, especially children, women and youth to fully participate in a civil and democratic society through justice, equality, the rule of law, human rights, and minority rights. In pursuit of this, Shams committed itself to undertaking activities and programs that are geographically focused and concerned solely with Palestinians in sectors and locations that are often forgotten, such as small Bedouins villages, small refugee's camps and remote villages in the North and South parts of the West Bank.
