WARAYA envisions a society that understands, respects and nurtures the rights to sexual and reproductive health of young people that are educated, empowered and responsible.
It makes a lot of sense to invest in the education and development of young people as they are also tomorrow’s adults. When we invest in our young, we also fulfill our responsibility to nurture a caring and responsible society. When we invest in our young, we are investing in our future. When we create the environment that will allow them to make responsible choices and to exercise their sexual and reproductive health and rights, we are solving the problem of the spread of HIV and STIs/STDs, of unwanted pregnancy and early marriage and even of abortion. We are laying the ground for them to found families and to be responsible parents of the future.

WARAYA advocates for Adolescent, Sexuality and Reproductive Health and Rights(ASRHR). WARAYA conduct orientations, workshops, seminars, forums, group discussions, iec campaigns, and youth concerts to raise the youth's level of awareness on ASRHR thru effective partnership/linkaging with different sectors of the community. WARAYA lobbies ordinances and resolutions in local governments in hopes of providing avenues to increase public attention and give focus to the issues and concerns of young people. Since its foundation on July 2004, it has able to sustain through partnerships with the local governments, through income generating projects like benefit concerts that not only introduces ASRHR to public but as well generates proceeds to sustain the organization's advocacies.
WARAYA, being the pioneer youth organization in the Province of Samar that advocates for ASRHR, has also felt the need to address on protection of the environment, on the need to develop youth's innate talents as their means of expression and personality, as well as on issues on youth employment. With WARAYA's main thrust on ASRHR, it has able to incorporate emerging issues alongside ASRHR through conducts of environmental awareness campaigns, skills and personality development trainings.

The youth make up nearly half of our population. They are in a difficult period of adjusting to normal adulthood. Our world has made it twice difficult for them to make the journey to adulthood than it was 20 decades ago. The world is spinning at a pace that boggles the mind and with it the deluge of media and other influences that can make or unmake our youth. Because of this, it will be a real challenge to invest in what matters most.
It will be a challenge to make families and homes more cohesive in their values and respect for the rights of youth. It will be a challenge for schools to be venues for learning and development so that young people can be the best that they can be. It will be a challenge for institutions of faith, to be more attuned to the realities of time and to care for the moral upbringing of our youth. It will be a real test to government to be the guarantors and protectors of the fundamental rights of young people so that they are able to function in a free and supportive environment.
