- To strengthen NGO's capacity to help children fulfill their rights as enshrined in the Philippine constitution and the UN Convention on the Rights of the Child and Youth Development Law;

-To do research and studies of various protection and development issues involving children and young people such as HIV and AIDS, adolescent reproductive health, drug abuse, violence against children and young people
