DOUS offers distance education in the arts, sciences, education, and technology to contribute in the promotion of universal literacy and equity of access to education. It aims to provide quality education to people with little or no access to it or to those who can't profit much from the formal education system. It targets to accelerate the development of middle, and high-level human resource for economic growth & social recovery and growth transformation as well as enhance their employability, productivity, and self-reliance. Finally, it promotes learning through the provision of a mixed mode of instruction (open & distance learning).

DOUS offers nine degree programs to professionals, out of school youth, or to those who want to finish a degree but can't due to time constraints and other factors. Hence, working students comprise the majority of the student population. Aside from its formal courses, DOUS offers short-term trainings and courses under its Continuing Education Program which further equips people to succeed in the workplace, whether it is in an office using new computer software, or in the field, literally, as in a farm.
