The National Youth Commission (NYC) was established on January 28, 1966, being in charge of “the matters of organizing and handling guidance of youths in the whole country.” It was announced that the organizational statute started being officially carried out in May 1982. To coordinate with national economic development as well as to cultivate young people's professional skills, “The First Youth Vocational Training Center” was set up in 1970 to become NYC's subsidiary institution and its name was changed into “Youth Vocational Training Center” in 1986. Since its establishment, NYC has had 17 ministers. The current minister (the 18th),Yu-ting Wang, succeeded to the position on May 20, 2008.
According to current organizational structure, NYC's four major business offices are as follows. The first department is in charge of youth entrepreneurial guidance and entrepreneurial belief education. The second department is responsible for youth career guidance and employment service. The third department takes charge of youth public issue engagement and deliberative democracy. The fourth department takes responsibility for arranging youth volunteering and study through travel.
After Minister Wang succeeded at NYC, she profoundly has sensed that the Government's responsibility is to help youths – which seems like providing a piece of fertile land to let youth have plenty and diverse opportunities to develop their ambitions and fulfill their dreams. President Ma also clearly expressed that carrying out policies for youth should first of all aim to “create environment beneficial to Taiwan's youth for adapting to change and novelty and fulfilling their dreams.” Therefore, NYC's major policies are to build up a platform for youths' overall development, to encourage them to have a spirit of innovation, learning, participation and service, and to create novel situations for new generations' creativity, diversity and courage to explore and to take responsibility. The National Youth Commission (NYC) under the Executive Yuan offers assistance and guidance to all the youth in Taiwan. For the past few years, one of its priorities has been the vigorous promotion of youth participation in a wide range of volunteer public services. NYC works closely with government offices, schools, corporations, Non-Government-Organizations and local communities to provide all kinds of volunteering opportunities for young people aged 15 to 45 to serve the society and their community.
