What is the basic organizational unit of YV 4 SR and what are its functions?
ORGANIZING THE YV 4 SR
I. SOCIAL INVESTIGATION AND PREPARATION
1. Survey and analyze local situation/problems; see how they relate to the doctrine, principles and programs of SR and to the Program of Action of YV 4 SR.
2. Thru local contacts, pay due courtesy to local officials; call on appropriate Brgy. Captain, Mayor, youth leaders, church leaders, etc. and inform them of plan to organize YV 4 SR.
3. Identify prospective/potential recruits; select those who are receptive to the doctrine, principles and programs of SR and to the Program of Action of YV 4 SR.
4. Conduct mass propaganda or orientation meetings of recruits/potential members concerning SR;
- Present and discuss:
* doctrine/concept of the ?Strong Republic? and the need to
propagate it among the people thru concrete activities;
* aims and purposes, organizational structure and Program of
Action and structure of the proposed YV 4 SR organization;
- Identify those receptive to the above ideas and plans as well as
potential leaders of the proposed YV 4 SR organization.
II. ORGANIZATIONAL WORK AND RECRUITMENT.
1. Conduct organizational meetings/seminars;
- Discuss in detail YV R SR?s Program of Action (PoA);
- Explain duties and responsibilities of officers and members;
- Elect initial batch of officers/leaders;
- Formulate specific/chapter plans and projects based of PoA;
- Assign work and tasks among members.
2. Continue propaganda work and recruit new members.
- Set goals and quotas for recruitment;
- Give incentives and disincentives;
- Make use of marketing techniques (e.g., networking, use of tri-media, direct selling, telemarketing, etc.)
3. Hold a social event or an appropriate form of welcome rites for the new recruits.
4. Form new organs/units for project planning and implementation - committees, task forces, etc.
III. CONSOLIDATION AND EXPANSION.
1. Launch one of the agreed upon specific plans and projects in high profile. (Again, utilize marketing techniques.)
2. Involve new recruits in launching and implementation.
3. Set up monitoring and evaluation mechanisms and systems in project implementation. Provide incentives and disincentives.
4. Develop core of cadres thru continuing study/training and management assignments. Also cultivate ordinary members thru regular study and actual work.
5. Form expansion teams and deploy them in areas identified by the local chapter leadership.
6. Establish networks and linkages with other organizations, agencies and personalities - government and private.
IV. SOME BASIC ORGANIZATIONAL PRACTICES.
Comply with legal and formal requirements;
- Issuances of Notices of Meetings/Agenda; observance of quorum, voting rules, preparation, certification and compilation of Minutes of Meetings and Attendance Sheets;
- Accreditation by LGU and participation in LGU special bodies; Mayor?s Permit for office
- Submission of annual reports (SEC, BIR, LGU)
Keep complete and up-to-date records for legal purposes and track record-setting (photo documentation, preparation of resolutions, memos, circulars, public announcements/ newsletters);
Implement basic financial management (bookkeeping, budgeting, audit, etc.)
Set up committee system (standing committees, ad hoc committees / task forces, special work groups) to implement plans and projects.
Formulate Annual Schedule of Plans and Projects and Annual Budget based on PoA;
Perform bonding rites (induction, recognition of individual or group achievements, celebration of organization milestones and victories, collective mourning of loss/es, small group implementation of special / specific activities, etc.).

THE YV 4 SR PROGRAM OF ACTION
Based on the vision, doctrine and principles of a Strong Republic, the YV 4 SR shall carry out the following Program of Action.
Organizational Strengthening thru:
study sessions and discussion groups on Philippine history and current events;
cadre formation and chapter formation;
joint activities with other organizations and LGUs and NGAs.
Membership Services thru:
leadership training and technical skills upgrading;
enterprise/business development and job placement;
provident and mutual help programs (scholarship, housing, hospitalization, burial, etc.);
Community Development thru:
livelihood projects and micro finance;
charitable projects and disaster relief;
environmental projects (cleanliness and beautification).
Political Advocacy thru: (?????)
Anti-Corruption campaigns;
Participation in LGU special bodies.
