Brief History
NYCR was established in January 1992 by 8 youth organisations. It now has 73 full members representing social, political, student, trade union, youth, cultural, sports and other organisations. 26 of the full members are regional youth councils uniting youth organisations at the local level. NYCR is registered with the Ministry of Justice of the Russian Federation as an association of non-governmental organisations. NYCR obtained its political recognition from the President of the Russian Federation, the Youth Ministry and the State Duma (Parliament).

Objectives
- Support and co-ordinate activities for Russian youth and children's organisations.
- Encourage and support the interests and rights of young people.

Structure
- The General Assembly meets twice a year, elects the chairperson of NYCR, vice-chairpersons and members of the Board for two years, also elects the Control Commission.
Main Activities
- Legal collaboration with parliamentarians on youth-related regulations and youth policy
- Education and training
- Seminars, training sessions, conferences
- Publication work, bulletins, papers, etc.
- Legal assistance service to members on issues such as registration, tax regulations, etc.
