We, the members of the Youth Advisory Panel of the
United Nations Population Fund are Filipino youth leaders united in the spirit of genuine service for the progress of our country, the Philippines, especially on adolescent reproductive health who realize the call of advocacy and rights.

The Youth Advisory Panel will include 20 youth representatives from youth networks that are committed to the development, with special reference to those working in the area of reproductive health and rights.
The composition of members should ensure gender balance, 50% males and 50% females.
Members will be from the three (3) island groups of the Philippines namely: Luzon, Visayas and Mindanao; and distribution of members per island group will be determined by the UNFPA.
Membership will consist of no more than one officially endorsed representative per youth organization. In addition, up to 5 members may be invited to represent specific target groups (e.g. vulnerable youth populations, the poor, HIV positive, etc.) to ensure that their concerns and voices are reflected in the discussions of the Panel of relevant policies and programs. Thus, at any given time, there could be a total of about 25 youth participants to the Panel.
Retention and selection of panel members will be the prerogative of the UNFPA.
The following objectives as follows:
• Strengthen the mechanism of information exchange about best practices and lessons learned that are experienced by the YAP members;
• Ensure active Youth Advisory Panel involvement in the development of UNFPA’s policies, programs and activities across the areas of its mandate that will have greater appreciation and understanding on youth issues; and
• Intensify YAP networks with other YAPs and youth groups in the national and global arena through constant collaboration and coordination of adolescents and youth concerns.

B. Functions of every member
• Assess youth concerns, best practices, and emerging issues from their respective regions through the tools formulated by the Panel and approved by the UNFPA;
• Suggest relevant proposals, plans and analysis reports based on the needs of youth which will be submitted to UNFPA; and
• Implement, advocate, monitor and evaluate programs of UNFPA to their respective regions based on UNFPA’s standards.
C. Duration of Membership
• Representatives are invited by the UNFPA Representative to serve on the Panel for a maximum period of two years, except for the initial establishment period . After the initial two years, 50% of the Panel members will be replaced by new invitees to the Panel, the other 50% will continue until the end of the third year, and then the rotation begins again. This idea of rotation every other year will ensure a constant flow of fresh ideas from new members, as well as ensure continuity in the operations of the Panel through continuing members.
• In case a YAP member representing a youth network leaves her/his organization during her/his term on the YAP, her/his seat can be passed on to another representative of this youth network subject to the approval of the UNFPA Representative, for the time until the term of the previous member would have lasted.
• In certain circumstances, relatively older youth (e.g. between 25-35 years old), may be invited to serve as “special consultants or advisers” on specific areas of their expertise.
D. Disqualification and Termination of Membership
A member would be disqualified if he/she
• Is more than 24 years old ;
• Does not uphold the core values of the UNFPA ;
• Shows poor performance as evaluated by the YAP, validated by the Secretariat and approved by the UNFPA; and
• Fails to attend 2 consecutive major meetings namely: bi-annual and quarterly; trainings or seminars of UNFPA without valid circumstances (i.e. natural disasters, death within the family, sickness, and special missions)
