It was founded on 9 November 1992 in the Hague with the following objectives:
* promote and support the values of democratic socialism
* defend the interests of young people towards the European institutions
* promote European citizenship and the emergence of a common identity in order to achieve mutual understanding.
* ECOSY is the youth organization of the Party of European Socialists (PES), and works in close cooperation with the International Union of Socialist Youth (IUSY) and is a member of the Youth Forum of the European Union.
