Elem is an association of volunteers believing that voluntarism is a fundamental building block of Israel’s civil society. Close to two thousand volunteers and devoted workers of Elem are an ear and a heart to youth who cry with and without tears, providing a voice for those who cannot speak for themselves. Volunteering in Elem is not only for the youth, but by the youth, encouraging and enabling youth to make leadership through service a continuing part of their lives.
Elem is an association that promotes family values, community values and solidarity for the sake of children and youth at risk - regardless of their cultural and ethnic origin, religion, gender, and physical, social or economic condition.Elem is an association of friendship, of faith, of love. Elem is an association of charity; of generosity, of inspiring leadership and of kindness. Bridging the old and new Jewish worlds and traditions of compassion and care.
Elem is an association of joy, of imagination and creativity. Elem is an association of skilful professionals and talented and devoted field workers.

Today Elem offers a helping hand in dozens of towns and communities throughout Israel. Through a wide range of integrated and innovative programs Elem is supporting, each year, over fifty thousand troubled young people, helping them overcome their difficulties, encouraging them into positive change and growth.
