The Youth Outreach Team (YOT) is a model of youth engagement for the City of Vancouver Civic Youth Strategy. YOT's mandate is to increase the meaningful participation of youth (age 13-24) in municipal decision-making.

The City of Vancouver is working to find innovative ways in which to engage its young people in the development, assessment and delivery of civic services that have an impact on the lives of youth.
In an attempt to create a city that is youth-friendly and inclusive of all its citizens, the city hired several youth in 2003 to work as city staff to move forward the Civic Youth Strategy, the City of Vancouver's 1995 policy commitment to supporting youth and involving them in decision making.
Four goals of the Civic Youth Strategy:
Ensure that youth have "A PLACE" in the City
Ensure a strong youth VOICE in decision-making
Promote youth AS A RESOURCE to the City
Strengthen the SUPPORT BASE for youth in the City
Hiring youth as staff was a new step for the municipality. It demonstrated the commitment to engaging youth as citizens and recognized the distinct experience and expertise youth would contribute to bringing the Civic Youth Strategy policy to life. With youth staff dedicated to improving youth involvement in the municipality, the City is now able to tap into their expertise and connections in the community to move forward the goals of the Civic Youth Strategy.
The Team's mandate is to increase meaningful youth participation in City decision-making by: providing expertise on youth engagement to other City staff for their work that has a mandate to engage all citizens, including youth; acting as a bridge between City staff, youth (aged 13-24) and youth organizations; functioning as "guides" for youth to access the municipal system; and bringing together City staff and youth to address issues or to work on projects of mutual interest.
In Vancouver, city staff are no longer asking "why" they should engage youth. They are now asking "how", and turning to the Youth Outreach Team and community partners to answer those questions.
